This is the photo I am using for this tutorial.
Make a new layer and lock the photo layer.

Choose a good brush size from Artistic_ChalkCharcoalPencil.
Add brush strokes around the sleeves and chest area. Using the Elliptical tool, make two circles and apply the brush stroke.
Change the brushes and increase the stroke size to 3.
Using the Pen tool, create an outline in the back with a fill colour and a stroke using the above brush.
Make a rectangle inside the photo and use a different brush to apply interest.
Next add some letters individually using an interesting font.
With the border brush draw a straight horizontal line at the top of the picture and apply the brush to it.
With the Elliptical tool and make two orange ovals. Then decrease the transparency. Using the same tool but with a stroke, create the front part of the frames and then use the Pen tool to create the rest of the glasses.
I used the same font on the shirt duplicated it and changed the colour, and moved it up.
